Initiatives for the establishment of a museum in Karlovac are from the end of the 19th century, but only on December 18, 1904, the City Council expressed its opinion on the need to establish a museum and provide initial funds of 500 crowns. Insufficient funds did not lead to the launch of the activity, and only the Museum Committee with the task of collecting the material was established in 1911, which had to be used by one temporarily allocated room on the second floor of the City Hall.

Activity gathering activities are obscured during World War I and are renewed only after the Second World War. World War II, or more precisely in 1952 when professor Ivana Vrbanić was employed as the first professional (curator). As early as 1953, the Museum was awarded one of the oldest preserved Baroque residential architecture of the curia type from the first half of the 17th century, which was built by Karlovac general Vuk Krsto Frankopan in Zvijezda, where Karlovac's City Museum is still headquartered.

The Karlovac City Museum soon became officially incorporated with the Karlovac Gallery of Fine Arts, founded on July 12, 1945, as the first galleries established in Croatia after the II. World War II and the first active museum and gallery institution of the city of Karlovac.

The Karlovac City Museum was officially merged with the Painting Gallery of the City of Karlovac, founded on July 12, 1945 as the first gallery institution established in Croatia after World War II, and the first active museum and gallery institution of the City of Karlovac .
