On December 1, 1991, the people of Ukraine in a referendum unanimously expressed their sovereign will to build an independent state. The digital referendum results are well-known. The voting was attended by 31891742 citizens, or 84.18% of the total number included in the list. Of these, Ukraine was said to be "yes" 28804071 or 90.32%. So as demonstrated by the observers of many countries of the world, freely and publicly, democratly and without any violations, was confirmed by the Declaration of Proclamation of Ukraine's Independence.          General features of the new Ukrainian statehood were outlined in the Declaration on State Sovereignty of Ukraine, adopted by the Verkhovna Rada of the Ukrainian SSR on July 16, 1990. State sovereignty is an important feature, outlined in the state power within the country and its independence in the Declaration on State Sovereignty of the State, the supremacy of the foreign policy sphere.          It can be said without exaggeration that the people played a major and decisive role in solving the fundamental problem that many state and non-state structures were engaged in - the problems of creating a new Ukraine. Outside the omnipotent discovery of the efforts of other actors on the path to a truly sovereign state, there would undoubtedly be complications. In particular, we note that, in general, foreign countries officially recognized Ukraine's independence only after a referendum.          The above leads to the conclusion that it has not only theoretical value, but also at the same time oriented towards the formation and development of the relevant practice of state-legal construction. It consists in determining the need for further assimilation of the primacy of the people of Ukraine in solving all central issues of state and public life both at the present stage and in the future.
